JWEMC Policy Change NOTICE: Effective October 1, 2024, Joe Wheeler Electric Membership Corporation will follow new policy guidelines for establishing uniform line extensions for residential accounts and Aid to Construction (ATC) reimbursement for new residential construction. The following are the main points from the revised Policy 206. The policy can be found in whole on www.jwemc.coop/member-services/policies/operational-policies/
“A. The Cooperative will provide service extensions to new residential dwellings as requested. The aid to construction (ATC) cost of said line extension shall be paid by the customer and is to be determined by the required new electrical facilities as per the latest JWEMC cost estimating spreadsheet.
B. A New Residential Credit (NRC) of up to $3,600 to be applied against the ATC cost will be allowed for a new permanent residential dwelling meeting the requirements to qualify under Alabama state law for a Homestead Exemption.
C. The full ATC amount will need to be paid upfront and the Homestead Exemption documentation will need to be presented in order to request a refund of the $3,600 or the qualifying New Residential Credit amount if less than the full $3,600. The Homestead Exemption documentation must match the listed service address for the property and the account holder’s name as listed on the electric account.
D. The request for reimbursement must be made within two (2) years of the time the electric service was made permanent to the residence. Requests for reimbursement after the 2-year window will not be accepted. E. The ATC charges must be paid before any construction is begun by the Cooperative. Ownership of all poles, (except the TSP), wire, transformers, etc. will remain with the Cooperative.”
